I think that it would be easier enough to have an MOT for cars over 40 years old. when did the MOT come in?
The car licence and 3rd party insurance should both be part of the cost of fuel, that way no one could dodge these costs, and it would mean the more you used your car, the more you pay on the road. The good part of this would be that you could have several types of transport fit for purpose, ie town car very small, car for holidays, lorry for moving the workshop etc!

The last time I went for an MOT on the Austin 7 before the exemption so little of the current test applied we had to wait for the test computer to time out before getting the certificate. There is a minimum time for a MOT. The tester was on the large side and could bearly get in the car to do the brake test. The emmisions was just look at the exhaust and decide if was excessive smoke. When I put my GT6 back on the road it’ll be going for an MOT. I would like to know the brakes are working nicely, the steering is as expected, particularly the vertical link ( I have one of those break on me) and nothing is loose. Now whether I have a full MOT or the garages partial inspection is a conversion I have yet to have with the garage. It’s got to be reasonable value for money.
