Umm maybe as a weedkiller on large gravel areas, but I'd be wary of using it near the edges. Copper is very effective at killing things, one way of killing a tree is to drill a hole in the trunk and hammer a piece of copper pipe into the hole. One of the disadvantages of sodium chlorate as a weedkiller was its tendency to migrate into areas you didn't want it to be in!
As an aside, a waste product from the filtration process in coal gas works (remember them? Oh the smell!) was some stuff known as (IFIR) blue billy. This contained all manner of highly toxic materials, and in the 1920s (in order to get rid of it) it was marketed as ideal for making weed free garden paths!
