Hi Triton, Rather than a form tool as such, use a button/ round insert. Greenwood tools, now no longer trading, did a 5mm one ( they are now a bit harder to find) it’s only 0.5 bigger than you 5/64. I machined 16 mild steel wheels to David Hudson’s method using one. Worked great!

Any advice on chuck speeds for 7" od driver and 3.5" od bogie wheels?

For cast iron I usually reckon on 50 feet per minute, so say 25rpm for the 7" and 50 rpm for the 3.5". Thats quite old time turning speeds, but for our relatively light lathes, and loco wheels tending to chatter anyway, probably about right. Modern tipped tooling probably do better, but those speeds are a good starting point.
