Even a change in temperature can cause the pressure inside a sealed vessel to change, up or down.
3psi? I wouldn't worry, especially if there was no visible sign of weeping anywhere.

I started my personal pre-boiler inspection test at 150psi cold (with all fittings present but shut, obviously). 25 minutes later it had dropped 3psi. I called my boiler inspector to ask him his opinion and he laughed and said that should be adequate. Working pressure is intended to be 90psi. I suspect I'm worrying too much, however we shall see when the big day comes. Now you're showing off. If fittings haven't been blanked off, especially the regulator, that's an excellent result. Ian

Just to generally highlight a point you mentioned earlier ie}----- "test at 150psi cold" ------
The problem is}---- Define "Cold"..
That used to be the case in times gone by but the current pamphlet}--- The Boiler Test Code 2018..... Volume 1 on page 15 10.4.b recommends}---"The water used for the test is at a temperature not lower than 7 deg. C ( 45 deg. F )...
Personally I think common sense should prevail by saying}------- "Locally sourced tap water at ambient temp to be used.... at the testers discretion"
But the whole thing is a "Recommendation" anyway, so why bother putting it into print in the first place as it all comes under the Boiler Testers Discretion, one way or another.. ??....

I've had a couple of small burn ups to test the fittings after my last test steaming. I couldn't see any leaks anywhere. Even a pesky weep around the regulator bush has sorted itself out.

Nobby,
If a small leak has sealed itself, that may be an indication of the water you are using having impurities in it and evaporation has left some of these impurities blocking the leak.
I always use water out of my de-humidifier for my engine, as that is essentially distilled water.
I used to use water out of my wife's condensing tumble drier, but I found I left the aroma of Lenor all round the track!

I took my Locomotive to the MES, lots of polite comments (I guess they were being kind) but it passed all tests just fine, only slight issue was the axle pump took. A while to start working but all sorted in the end.
I'm over the moon. Thanks to everyone here who helped as well as my fantastic MES, who have also helped me all the way.

I never doubted it for millisecond, shipmate....Jolly well done !!...........Good feeling, isn't it ??.......
That bypass pump's reluctance to start might well have been a small air-lock somewhere.......But even if it didn't work at all, assuming the emergency hand pump and the injector were ok then you would have passed anyway as the test requires at least two,INDEPENDANT systems to be working at the time.....
So where do you go from here then ??..Is there much left to finish etc ??..........How about some photos of the blushing owner and choo-choo ??--LoL !!

Most of what's left is cosmetic but I'm stripping the pump tonight to check the condition of the clack balls, I suspect they are not sealing as well as they should. Few little tweaks and improvements and then the cosmetic stuff can start.
My plan is to run and upgrade in parallel. I built (well, finished someone else's build) in order to run it so safely doing so is the priority.
As an aside I spoke to the builders daughter and sent her some photos and she was overjoyed. She thought it would never be finished (I know it's not finished yet but you know what I mean).

... That last photo says it all ... It certainly does. I know I didn't build this locomotive from scratch but a huge chunk of my work is in it now (for better or worse). I've learned so much. It's given me confidence to tackle the Britannia.

I've just started to modify the injector feedwater supply on GWR 1366..........Currently I'm using the blue-topped water containers but this will change to a permanent rectangular Brass container later on.
