John,
I lived in Singapore for 2 years in the late 90s and whilst not a hotbed of model engineering that I ever found out about it certainly cannot be consdered a TWC.
There were a large amount of cottage manufacturers of lots of things, have you looked into sourcing any raw materials from there? Sorry I no longer have any contacts in Sembawang Shipyard.

As I posted in a General thread, I used Dr John's revolving drum method to do the saddle, dome and lum, it worked a treat, in fact it probably took longer to make the drum than it did to do the sanding! Ron
