The best way to get good advice on gauge one is to join the Gauge One Model Railway Society. They have their own newsgroup (members only) and a great many knowlegeable members only too willing to help.
Their Newsletter and Journal alone is worth the membership fee.

Don't forget that they have a members newsgroup on Yahoo.
I know what you mean about the lack of a group in your area. I live in Gwent but Wales does not have one either. However I have been offered assistance and a run from the Bristol group, so why not try them. Cheltenham isn't that far from Bristol via the M5.

Noggin, The Green Arrow design has been adapted to several coal firing retrofits, one particular example being the Aster Pennsylvania Rwy K-4 Pacific for which it is nearly a drop-in fit. But even if not a drop-in fit the Green Arrow design makes a good starting point. I would say that if proportionately enlarged (or reduced, if needed) to suit the 9F, and paying attention to adjusting the flues for optimum diameter if the barrel gets stretched, it will produce a very good boiler. With as little Belpaire as shows in the cleading modifying the design to a true Belpaire firebox would have little added benefit for the trouble involved so I would stay with a straight barrel.
