I have a 1/8" dia hole in the end of a small (1/4" x 3/16" ) section of BMS that I would like to move just under 1/32" to one side. I thought of a soft solder or epoxy plug, with a re-drill. Is this the best option, bearing in mind that a push fit piece of phosphor bronze is close by and I don't want to compromise that or the parent BMS by excessive heat.

Probably best to tap a thread into the hole (even if you have to open it out slightly more) and screw in a bit of threaded bar of the same material, a dab of loctite would be a real belt and braces job.

That's what I do. It's no good using something soft or the drill will just follow the existing hole.

Another alternative would be to silver solder a M/S pin or plug in the existing hole and then re-drill it.

Dave, I would push fit a piece of 1/8" (or specially turned to make it a tight push fit) BMS rod into the hole, then grind/file the ends flush. Make sure it is tight fit - more so than usual - and it will never move or come out, not real need for solder at that size. Just drill the new hole where you want.
Agree with above replies, I wouldn't use anything soft, or even use loctite, just a good old plain (tight) push fit.

Not sure a press fitted 1/8th plug would work. Once the new hole is drilled less than 1/32nd off centre all that would be left of the plug would be a small crescent which would probably drop out. If possible I would drill it out considerably larger so that the new hole is entirely within the plug. Alternatively, if the bronze bush is press fitted it could be removed while you silver solder an 1/8th plug.
