I bought some ground Heller drills in four sizes, around a fiver for ten, allegedly from Germany. Here is the first 1.2mm one I picked out. 9/10 were the same and wouldn't cut butter! The 1.00mm drills were the same. I won't name the supplier, as they have been most helpful. I shall have to find another source... John DSC00142 by inkaboat, on Flickr

I brought a packet of BBW (German) 2.8mm drills only to find that there were 2.4mm drill inside the packet - great quality control.

I just go on eBay and search for 'Dormer drills' or use an industrial supplier such as 'Horley Drill Service' who won't sell rubbish.
I don't know why 'German quality' is so revered in this country, it's hugely overrated in my opinion.

The Germans probably just buy their drills from China like everyone else and up the price on resale.
