Specification writing should follow the KISS principle and any perceived vaugeness or ambiguity should be locally interpreted. In the case of the AMBSC Code Part 1 this would be the Boiler Inspector. At para 7.3.1 Retesting it requires that on expiry of 1 year a retest is carried out. The test shall consist of a hydrostatic test to P x 1.25, a check on all guages and an acclumination test. An accumulation test will be the same as initial testing, viz the boiler is to be steamed as far as possible under full firing conditions and the water level observed from full glass to near empty (visible) glass conditions. The vaugeness is what timeline is the expiry of 1 year. It is NOT I assume 1 year after the initial hydrostatic test of P X 2, because many builders would have completed the boiler and undertaken initial hydrostatic testing long before the boiler is in a suitable state to undertake an acclumination test. So an interpretation is 1 year after the initial accumulation test. The rationale for the retesting would be to determine any degradation during 1 year of use, but this 1 year of use could be nothing to extensively used. Within the retesting regime the boiler shall be prepared in accordance with the Boiler Inspector's instructions with the inspection covers and plugs removed if required. Water guage fittings shall have all cleaning plugs removed for examination of the passages. In my instance this latter aspect will require removal of the cab and other pipework to gain acess for a visual inspection.
This retesting is required to be undertaken every 4 years.
In reality this retesting could straightforward or more onerous, it depends of which Boiler Inspector you choose if your club has more than one.
