Thanks Chris and reg for suggestions, however...
A friend suggested I just drill them out and re tap them. Now I have a real problem. Even tho the tap is gone right to the bottom of the hole, the eccentric is still spinning. I've tried drilling a little bit deeper, but the drills seem to do nothing! Is there anyway of getting around this? Thanks

Sorry but I can’t picture what is happening. Have you got the screws out? Successfully tapped a new thread yet?
Don’t drill into the axle unless you have the eccentrics very accurately located!!

Sorry I should have clarified. I was advised to drill out both the slot and grub screw and re tap the holes. The tap bottoms out and won't tighten the eccentric to the crank axle.

Do you mean that when the tap won't go any further that it doesn't seem to have reached the axle?
Do you have a 3rd or parallel tap? You really need one for this sort of shallow hole. Otherwise you won't form a thread very deeply with a taper tap.

Some folk put a brass plug in the bottom of a grub screw hole, so that the grub screw when tightened won't mark the shaft. Its possible, if this is the case, that you drilled through the screw, but the drill just spins the plug and won't go any further. I don't really understand the tap part of the problem though

Yes it feels like the tap has bottomed out and not reached the axle, but even using a bottom tap it doesn't make a difference.
I will try the brass plug idea, see if that does anything.
