Bent frame around hornstay

Doing some investigation this evening and I amazed i missed this.
rh frame is bent on one side around the hornstay.
unsuprisingly the axlebox doesnt want to move much. Any suggestions on how to get this flat?

The best way would be to disassemble the axle , remove all non essential components from the area to give you the best chance of getting it flat. You could then hammer it back. However, myself I would remove the horn as well and use some very thick material each side and clamp it together to flatten it out.
