I've just bought (mail-order) a set of carbon steel 3/8" BSF taps. However, the flutes of two of the taps have significant burrs on the cutting edges. It looks like the grinding of the flutes has been too fast and some burrs have been pushed round into the threads rather than ground off.
Is this something that I can fix myself by gently filing or using a slip stone to get rid of the burrs, or should I just send 'em back?

carbon steel taps are usualy cut thread rather than ground The threads might be cut, but the flutes are still ground. I have found that tapping a few holes in a scrap peice of steel often removes the burrs if they are not to large. Failing this, running a small round slip stone along the flutes, followed by brushing the threads with a fine wire brush usually cures the problem. I suppose you should really return the tap as it is possible to get burr-free cut thread taps. I have bought quite a number of such taps and only very few had burrs.
