I have a suspicion it could be Dutch railways. Perhaps the museum at Utrecht? (Which is well worth visiting.)

The photo is of GWR loco No. 5521 which has been based at Wolsztyn (excuse spelling!) in Poland for a while.I think the photos were taken when 5521 was hauling steam trains in that area. There's another photo here

You are right about Wolsztyn in poland. The photo was taken at Poznan station last Sunday week just before it left for Gdanya and it's ship home. It could be on display at the National Railway museum in York in time.
