How or who do I apply to be a boiler tester in the UK what qualifications are needed

Why would you want to be? Lots of work, some grief, little thanks and no reward.
But, that aside, if you are a member of a club, they can select you, if they wish. You will require either a considerable amount of experience, or qualifications in engineering to roughly degree level, or preferably, both.
If you are looking at the professional boiler testers as used by the "big boys" I believe you would need to be a Chartered Engineer, plus have attended various courses specific to boilers. Probably also need certificates relating to pressure vessels and EU directives etc, too.

I am a boiler inspector and fully agree with Alan and to top it off you can't certify your own boiler anyway . Having said that, here in OZ the club nominate the person and submit the application with qualification and experience which must include building a boiler to AMBSC (the national committee ) for approval , once accepted boiler inspector for life with no thanks .
