The drawings show these as being round head drive fit(full size) bolts fitted with the nuts inside against the horns. Well today i was looking thro a steam for scrap book that i bought 30yrs ago and there was a photo of Penros Grange partially scrapped, the horn bolts were plainly visible thro the wheel spokes and they are hex head. So as Swindon fitted hex heads late on in the steam era it would to my recconing to be permissable to not bother making the round head bolts but just use hex head on the models.

You are quite correct about the hex heads, but they are usually only about 3/8ths thick. Swindon had a drawing of fitted bolts and some are conical heads (coned in the hole, that is). The hex ones are also used to join the extension frames to the mainframes and have to be hammered out, not screwed out using the hex head. At a guess I think that there are more fitted bolts than any other type, certainly on GWR engines. That row of ten hex nuts each side joining the smoke box to the cylinder saddle casting are the other end of fitted bolts. This practice is much older than the Collett Granges and probably dates before Churchward.
