Can anyone identify this loco

Hi Everyone,
Can anyone shed any light on the history of this loco? It is 7 ¼” gauge and believed to be between 40 and 70 years old although that may be incorrect. Other than that not much is known.

My initial impression was a Dick Simmonds design.
If so, I cant think which it would be. Perhaps a 5" one enlarged.

However, others may have more and better ideas.
