Several photos, taken from different angles would give us more of a chance than 1 birds eye view.

Just another thought - the photo hasn't got reversed has it? Otherwise it looks very like a Stuart Turner mill engine, but one thats opposite hand, and has had the valve rod cranked because the eccentric hub is supposed to face the flywheel and not the bearing. The bore and stroke are right for this too.
